NVIDIA Dominates With 92% Share in Counterpoint Research’s Sovereign AI LLM Index

NVIDIA, the world’s top AI server accelerator vendor, has achieved near ubiquity across the Sovereign AI LLM training and inferencing landscape, appearing in 92% of the Sovereign AI LLMs analyzed, according to Counterpoint Research’s Sovereign AILLM Research Report, July 2026. NVIDIA’s strong leadership in Sovereign AI infrastructure is underpinned by its leading-edge silicon and mature CUDA software ecosystem, which enables large-scale training and inferencing.

In this study, we assessed more than 80 countries across the Middle East, Central & Eastern Europe, Western Europe, Asia-Pacific (APAC, excluding China), Central Asia, Africa, North America (Canada, excluding US), and CALA, to understand how nations outside the US and China are competing to build domestic LLM capabilities and AI infrastructure. Among these, about 55 nations were identified as having developed domestic LLMs, from where more than 170 models (latest active versions) were analyzed. The analysis spans various dimensions including the type of Sovereign LLM models, the AI chip infrastructure for training and inferencing, LLM capabilities in terms of Sovereign LLM ownership, foundational build, local language depth, and application, partnership models, ecosystem maturity and more.

Commenting on the findings, Research Director Marc Einstein said, “We have observed in our Sovereign AI LLM research that hosting is increasingly Sovereign while the AI chip source is not. Most domestic LLM developers widely use NVIDIA’s AI chips to train their LLMs, driven by its mature CUDA-based ecosystem. Looking ahead, AMD is pushing its sovereign AI LLM momentum through Moreh, a foundation model consortium member, whose subsidiary Motif builds LLMs on AMD, alongside developer Upstage’s M1355 deployment. Furthermore, Cerebras is accelerating its initiative ‘Cerebras for nations’ in partnership with G42, MBZUAI, and India’s C-DAC to deploy a supercomputer in India.”

Einstein added, “As the Sovereign AI infrastructure expands further, NVIDIA continues to strike extensive multi-billion-dollar partnerships across geographies as it looks to capture the next AI wave – inferencing and building Sovereign AI factories. At the same time, we are seeing a number of players also actively rooting for this space either in terms of tokenomics or ecosystem support. Some of the notable upstarts are Qualcomm, Rebellions, Positron AI, Sambanova, Cerebras, Google TPU and AWS Inferentia-based infrastructure.”

Beyond NVIDIA’s dominance:

  • AMD’s presence is minimal, with a 4% share, yet it commands a strategic niche via European LLMs that are trained on the LUMI supercomputer. Hosted in Finland by a shared European consortium, the LUMI cluster functions as a critical flagship deployment powered by AMD AI chip architecture. It also expands to the Asia-Pacific AI LLM landscape from Australia’s Maincode (AI company), which has a direct partnership with AMD, to South Korea’s LLM Llama-3-Motif-102B developed by Moreh.
  • Cerebras has its presence in the UAE, with the LLM families-Jais and K2 Think. It has a $900-million investment with Abu Dhabi-based G42 with which it co-built the nine interconnected Condor Galaxy AI supercomputers.
  • The remaining 1.7% share is mainly held by Japan’s custom AI chip Fujitsu A64FX ARM CPU for its LLM Fugaku LLM-13B. Meanwhile, Japan’s LLM Sakana EvoLLM-JP v1 is built via evolutionary model merging (an algorithm combining existing open models rather than training from scratch), ad Israel’s LLM Jamba 2, developed by domestic AI company A121, is trained on Google Cloud TPUs (Trillium).
  • Several emerging players are targeting the Sovereign AI Inferencing market. Partnerships between Qualcomm and Saudi Arabia’s HUMAIN as well as Rebellions and SK Telecom are making inroads in the South Korean market. Other notable partnerships include Graphcore and UK’s Hadean, Atomic Energy Authority and the STFC Hartree Centre.
