As robotaxis move beyond pilots into scaled commercialization, improvements in autonomous technologies, falling system costs, and supporting regulations will converge to drive fleet deployments and the requirement for Level 4 vehicles.  By 2035, robotaxis will represent a significant new automotive category requiring more purpose-built vehicles and creating a multi-billion-dollar market opportunity. China is expected to remain the largest and fastest-scaling market, supported by city-level policy support and aggressive deployment by domestic robotaxi players Baidu Apollo, WeRide, Pony.ai and DiDi who are already scaling new vehicle platforms in collaboration with Chinese auto OEMs. The US will remain a core innovation and commercialization hub, led by leading US robotaxi players like Waymo, Tesla and emerging players such as Zoox, Avride, Motional, expanding across key metropolitan cities. Tesla and Zoox have already started production of their purpose-built vehicles for robotaxi deployments.

The collaboration for robotaxi vehicles by Chinese OEMs and with the launch of purpose-built vehicles like Cybercab from Tesla are expected to drive down the global average cost per vehicle. By 2035, the purpose-built robotaxi could become the most profitable segments for OEMs that can successfully reduce unit cost through production efficiency and integrate L4 autonomy at scale, further accelerating adoption.
